SearchLight is a modern software solution for the Public Sector that has been developed around the vocabularies of the ESD toolkit. "Citizens’ time is not free" (Varney 2007) and "the citizen is never in the wrong place" must be a consideration for every local authority. Reducing avoidable contact (NI 14) can only be achieved by providing high quality, joined-up and consistent information to the citizen regardless of how they interact with their council.
The ESD toolkit is best defined as the Thesaurus for Public Sector information. The controlled lists within the toolkit have been defined specifically for the Public Sector and have been maintained and enhanced (and continue to be so) by that community. The lists provides for a standard approach to defining local government information structures, content, services, terms and linkages.
