The challenge  

With limited Oracle in-house skills to support the critical database systems, the Council had to consider alternatives to its traditional in-house working practices whilst maintaining the quality of service and tight controls on software governance.

Furthermore, any changes must stay within the Public Sector Network Code of Practice set down by government for assurance, annual health checks and support any relevant action plans. As a result, Torridge DC had to consider the option of outsourcing support for its Oracle environments which run a number of business and citizen critical systems.
